Mortgagers can completely undermine the new HARP program by assessing ridiculously high closing costs on refinancings through the HARP program. This will put those mortgagees who are "underwater" in further straights, and cause many who still have some equity in their homes to go "underwater." HARP should include caps on such closing costs.
