Start every member of congress and senate with pay scale that of 0-3 (captains in the army or marines) with appropriate cost of living allowances. give them pay raises according to years of service, just like military members get. Make them serve for 20 years before getting VA health care benefits for life. If they leave for any reason or are not re-elected, deny them lifetime benefits and let them acquire medicare like everyone else.
