Congress was required to perform a job and has failed to do so. To help with the national budget congress members should feel the pinch for not perfoming to the standards the american people rely on them for just like any job in america to include the military.
1. If any american loses pay for congress failing then the members of congress lose that much pay. (1 day for 1 day this does not mean congress gets the day off)
2. If a benefit must be cut for any american then congress should loose a portion of pay (i.e. Tuition assistants- 3 days pay per month)
3. If americans must lose a job due to Congress failing then members should lose 25% pay unless there is a job opening willing to hire instantly.
All funds returned to reduce the debt and give back to the working people.
