Put to countrywide referendum the retaining of the U.S. armed forces, and military bases overseas, with further debate regarding the legitimacy of the Department of Defense. If no longer desired by the people, gradually draw down and remove troop and base presence overseas, and the removal of U.S. support, supply, and funding of arms overseas. Domestic economic programs to assist citizens such as college assistance may continue to completion, and funding from defense, can be applied toward "public works" programs, e.g. high speed rail, education, the movement toward socialized healthcare from nationalized healthcare, subsidized housing, food stamps, the temporary funding and support of worker-owned cooperatives, job training, family assistance programs, and overseas aid in altruism.
