We assume that the members of Congress and the Senate are representatives of the people of the districts and states that have sent them to Washington DC to conduct the business of the people on their behalf. Hence we can presume any campaign funds donated by lobbyists, PACs or corporations to these representatives belong to the people of the districts and state that they represent. We propose that all campaign contributions be returned to the districts and states of the respective representatives to be held in escrow until the next election for the subject office at which time the funds will be divided equally to all qualified candidates for the subject office to represent the people. This will level the field for all candidates and remove unfair advantage of incumbents.
