Every 10 years after a national census, each state is required to establish new electoral maps based on population changes. States should be allowed to create the maps for statewide offices in any manner they deem appropriate, However, for all national offices, the Federal government should require that U.S. Congressional districts be drawn by statewide independent panels, represented equally by registered Republicans, Democrats, Independents and "Declined to state" citizens. Additionally, the Federal government should fund these panels for their one-time service so there are no stakeholders or benefactors at the statewide level.
Gerrymandered Congressional districts are corrupt and politically motivated and have no place in the 21st Century.
