to put an end to the senseless killing of millions of dogs in the US in so called "Shelters"

EVERY year millions of dogs die in shelters, young, sick, healthy, old and even young pup are killed mercilessly in the so called "shelters". Mr President, as a dog owner yourself, I am sure you understand how they become part of our families, why do we as a collective and stand by and let member of families get killed? I would like to propose that you introduce a bill that makes breeding dogs illegal unless you have license, which can be obtained from the local government, who would then come out and make sure you have the means, the facility and the time it takes to breed and raise puppies. Many,many good people I know have multiple pets, we have 5 dogs, but it doesn't seem to make a difference, we are still outnumbered by the people who nothing of abusing, abandoning them.
