Put an end to zombie mortgages by creating a time limit for banks to foreclose once they begin the foreclosure process.

When the bank starts the foreclosure process families begin frantically looking for housing. So once the court papers arrive many people have found a place to go. What is happening though is more and more banks are filing foreclosure motions but never seeing them through or withdrawing them. The borrower has already moved believing the bank has foreclosed. This makes a stressful situation into a nightmare situation. Now they have a rent to pay but still are legally responsible for a house that they thought was foreclosed. Banks are not just doing it once. They seem to be punishing the borrower by multiple filings and withdrawals. not only causing more stress but costs in time and money while also destroying any attempt at financial recovery. There needs to be a time limit to foreclose.
