To put federally elected officials pay and pensions in the hands of populace.

Since budget cuts rarely include those who make the budget. The American people should have say in how much they pay those acting on their behalf. Every election year when citizens cast there vote they should be have the option to select from 3 tiers of pay. If the incumbent wins his pay scales would elevate the next election. However they would then be required to serve 20 years (non concurrent) in government to receive a pension or benefits. This would be only available to them at the federal retirement age (with no exemptions). If they served 20 concurrent years in office, they would then be authorized to receive said pension upon retirement. However if they do not reach 20 years they receive 0 just as a Military member does.
