put forth an amendment to Art.1, Sec.3 of the US Constitution to require a 60% majority to pass a bill in the senate.

Whereas:
1: A sixty percent "supermajority" is required to defeat a Senate "filibuster",
and
2: The minority party in the Senate will always filibuster everything,
this amendment will simply make the current state of Senate inaction "official".
