Bring to the floor of congress proposed legislation that forces the federal government to submit a zero-based, balanced budget for every fiscal year. The budget must be voted upon by both houses of congress with the simple stipulation that it be balanced and utilize a zero-base method to determine the balanced nature of the proposed budget. Failure to submit a budget or submitting an inflated budget would result in automatic reductions in spending to the last balanced budget submitted and accepted by congress.
