put forth a bill to Congress that every bill voted on by a Senator or Representative be read and understood.

As your employers, the people who sent you to be the Lawmakers for our country, we expect and deserve that any vote taken on a bill before Congress be thoroughly read and understood BEFORE a Congressman/Congresswomen is allowed to cast their vote. The enforcement will be on the "Honor" system and those who are proven to fail this duty should be impeached. This should also apply to the President as his signature should be a guarantee that he has studied the proposed legislation and understands all aspects and intended consequences.
