put forth bill require office holders and candidates undergo background checks for mental health with annual review

On behalf of the citizens of the United States of America I'm requesting both parties require their candidates to undergo a mental health/background check prior to being allowed to hold office or appointment.
If background checks make good sense for gun ownership how much more so for those who are in positions of public trust.
The cost of doing so should be minimal with the potential return realized from a more effective government sufficient enough to make a large impact on budgets and deficit concerns.
An additional hoped-for outcome would be to screen out those who viewed public office in a self serving light rather than those seeking the interests of the entire electorate.
