put forth a constitutional amendment to balance the budget give line-item veto to the executive and limit the filibuster

A suggestion for a Constitutional amendment that would require the government to operate within a balanced budget, would give line-item budget veto powers to the executive branch of government and would also limit the use of the Senate filibuster to block the normal workings of government.
