put forth a constitutional amendment to change the budget process to allow the citizens to set the budget by persentage.

we live in a technological age. We the people should vote how the money is spent as our elected reps are nolonger capable of doing so. The way this would work is that we would vote by what percent of the total money recieved should be allocated to given programs. (ie 20% for national defence, 10% for admin expenses, and soforth). The idea is that programs that are not desired by the people would not recieve funding. ALSO you should vote to allow the government to defict spend, BUT if you wish the government to deficet spend then you also will not recieve a tax refund.
