When issues of national security and/or public safety or welfare are addressed in Congress, members of Congress, elected by the people, for the people, must put partisan politics aside and base their decisions solely on the issue at hand.

In these instances, fillibusters and/or refusal to engage the issues would be deemed illegal in order to protect national and domestic security.
