Put forward a Constitutional Amendment to replace the 2nd Amendment.

To propose that the Congress pass and forward to the states for ratification as the 28th Amendment to the Constitution the following: "Section 1: The Second Amendment to the Constitution of the United States is hereby repealed. Section 2: The right to regulate the acquisition and possession of firearms - and to delegate that right to localities - shall rest only with the individual states, territories, and District of Columbia."
