Careerism in Congress is hindering the ability of the legislative branch to function. By allowing new blood into Congess every so often we will allow new perspectives on subjects. It would also allow for congressmen to make the tough votes without constantly fearing how it is going to impact their chance for reelection. I believe 2-3 terms fo Senators and 4-6 terms for Representatives would allow there to be enough senior members to teach junior members the proper protocols and parliamentary procedure.
