In order to restore citizens trust in local Police departments and eliminate conflicts of interest, a new division should be formed under the Department of Justice with full jurisdiction and responsibility to coordinate investigation of all killings by Police officers.
It is seldom a good idea to rely on people who work closely together to investigate each others potential wrong doings and mistakes. It is an even worse idea when a conviction would reflect poorly on the superiors, of either the suspect or the investigator, to be in a position where they could influence proceedings.
To avoid these situations completely, all investigations should be promptly handled by FBI agents and grand juries be convened by Federal prosecutors each from randomly selected geographically remote offices.
