Put into law that all dogs and cats must be spayed or neutered unless show dogs or special breeding not puppy mills.

Its time that all our dogs and cats have a say as to whether or not they want to be abused, starved, put into puppy mills, made to fight, etc. We the people need to get a law passed that all dogs and cats must be spayed or neutered (with the exception of proof that they are show dogs or used for legal purbreed breeding) so that there will no longer be millions put to sleep or killed yearly. These animals did not asked to be bred or born so dont ask them to withstand such abuse.
