By placing the maintenance of the Interstate Highway system under the military budget will allow road repairs and expansion to be prioritized and contracted without Congressional pork-barrelling. The Interstate system was developed to speed military transportation in the time of war, and that the military needs should be placed first in terms of maintenance and expansion of the highway system.
