Put management of Congress' salary in the hands of voters.

The Founding Fathers created our government on the idea of checks and balances, such that no one group would have complete control. Congress goes unchecked when it comes to managing their salaries, & they vote themselves benefits & raises despite economic conditions & budget constraints. I would not deny them compensation for gainful employment, however most business owners must manage salaries according to what they can afford & still operate the business, knowing that overpaying themselves can cause the business to fail. Congress votes up their salaries & benefits without regard to the national deficit because they are not personally responsible for the bottom line. Congress works for us, or at least that was the theory 200 years ago when Congress was created. Let's hold them accountable
