Put a moratorium on breeding cats and dogs for at least 10 years.

There continues to be an over population of dogs and especially cats. Animal protection agencies are doing their best to educate people on the importance of spaying and neutering but I don't believe it's working on a large enough scale. In my area alone, a local radio station did a "cat-athon" to find homes for 500 cats that were rescued from ONE animal shelter that was deplorably underfunded and overwhelmed. I believe it's one of mankinds' greatest shames to let loving dogs waste away in cages or be euthanized simply because people want "designer" dogs.
Hopefully a petetion for a Federal ban on all cat and dog breeding for at least 10 years, 20 would be better, would put a stop to puppy mills and slow the population of these precious creatures.
