Put a moratorium on the FAA closure of airport control towers

I propose a moratorium on the proposed closure of 149 airport control towers.

The towers being closed cost the FAA less than the ones that are untouched, nor are the cuts limited to the smallest airports and instead arbitrarily affect only those that have contract staff.

This plan meets neither the letter nor the spirit of the term 'across the board cuts'. This decision unfairly and arbitrarily targets 149 airports that will be devastated by this change, while leaving hundreds of other larger and smaller airports unaffected.
