put outside regulation on the use of direct energy weapons, acoustic weapons, electromagnetic pulse weapons on Americans

The American government is using direct energy weapons, microwave weapons, acoustic weapons, satellite weapons, and electromagnetic pulse weapons on American citizens to run studies and tests trying to perfect these weapons. These American targets are being stalked, harassed, and tortured all day, everyday. These targets have not granted the government to perform these tests and studies on them. There needs to be a regulatory committee outside of the United States government whose only concerns are the safety and freedoms of the American citizens.
