Put in place the framework, finances, and issue a statement of intent to put humans on Mars by 2025.

I believe we have the technology and experience to put humans on Mars and to bring them back safely by 2025. Working with our allies and civilian space companies would help alleviate the cost for a mission that would be able to achieve the work of many rover missions.
