Put in place a new system of law enforcement for animals. To outlaw kill shelters and to have some sort of animal cops.

Animals are abanded every day and with nobody to take care of them they will die or get serious infections and harm kids in neighborhoods. With animal police around it will create more jobs and also keep kids and animals safer. All that would have to be done is establish a few officers in each state as part of the team and build a few more no kill shelters. Also kill shelters need to be outlawed have them send the dogs to different shelter or just make it illegal to do so.
