Put POTUS, Senators and Congressmen on a working furlough when failure to pass a budget results in Government Shutdown.

When the House, Congress and the President of the United States fail to agree on a budget that results in a government shutdown, they should be the first ones to loose pay. They should be put on a working furlough until they can agree and pass a complete budget.
