put pressure on the Justice Department to sue ISP's for all Federal funding received in the last 20 years .

If ISP's succeed in suing to stop Net Neutrality laws, they should repay all Federal funding they have received in the last 20 years. They have taken funds to build out networks , yet they have not done so. They took funding to drive down costs , yet costs have risen . Rather than the market being decided by consumers , the ISP's are deciding which applications will succeed and which will fail , based on how much they ( the ISP's ) can make from them.
If this is the path that they wish to follow , that is fine. That is their legal right to do so. But they should NOT be able to take taxpayer money to do this AND collect from both private citizens and corporations as well. The American taxpayer doesn't need to be paying ISP's 3 times for the exact same service.
