Put a provision to U.S. Statutes 28 Section 2241 and 45 CFR 46 Section 46.101 (b) (4) to Prevent an Administrative Abuse

To an immigrant US citizen and a navy veteran, the U.S. Statutes 28 section 2241 ( Foreign Assistance Act of 1971--even though it is replaced by other provisions currently such as Muslim Youth Assistance Act etc.) , has been effectively used to prevent this petitioner from accessing the judicial system (from transferring an administrative case to a judicial review) while being put as a non-consensual human research subject under 45 CFR part 46.101 (b) (4) to conceal the act and operate under the color of such policy.

I request the legislatures and the congress to stop the psycho-medical torture by various intra-agencies under the color law of mental illness 86 Statute 126 (P.L.92-256) where this petitioner is being forced to move to DC to block it from advertising pluralism to the issue.
