Around December in 2013 YouTube enacted its "Content ID" program. With this program, if a user used copyrighted content in their video, monetization would be disabled and the owner of the copyrighted content could earn revenue off that video. There is however one fundamental flaw with the YouTube system: It cannot distinguish between copyright infringement and fair use. Even if you dispute a claim, you can have monetization disabled for almost three months.
Legislation needs to be passed that forces youtube to protect fair use. Youtube gets more quick, easy money when they choose companies over the user (even though the user makes most of the money), so unless they are legally forced to make change, they likely will not do anything.
