Put Restrictions On Congresses Ability To Make Their Own Raises.

I believe that it isn't fair that congress can make their own raises. Raises that are obtained from our money when it can go to better things than congresses pockets. I think that it would be better to have congress stick to a certain salary than to raise it like they have 15 times since 1988. No more raises for congress!
