Put seat belts in all united school bus's

The law of you much wear a seat belt goes for everyone in a moving vehicle right? In a school bus you have no option there is snippily just no seat belt for kids. So is that a exception? Is it ok to make one kid in a car wear a seat belt but 50 children together in a moving vehicle its ok if they don't? I see strong fault there. a school bus it more likely to get in a crash because all the distractions kids can cause. I think its best for children's safety to must wear a seat belt on any moving vehicle
