Put a stop to Debtor's Prison tactics

Local municipalities have been ignoring the law recently by imprisoning indigents and others for not having enough money to pay fines, then forcing them to "work-off" the debt while in prison, at reduced wages. They even have to compete with other inmates for the opportunity to work, having to spend time in prison until someone offers them work. The for-profit prison industry benefits and encourages this behavior and local governments continue to increase this behavior, ignoring Williams v. Illinois, Tate v. Short, and Bearden v. Georgia, and violating the 14th Amendment.
We are in need of a federal law or presidential order outlawing this practice for both financial reasons (the cost of imprisonment is higher than the collected fees) and moral ones.
