Put a stop to Law Enforcement agencies distributing mugshots and arrest information to third parties

It should not be legal for law enforcement agencies to be allowed to distribute and provide information, records and mug-shots electronically to third party web-sites about individuals who have been charged or convicted of a crime; (Excluding crimes that require a person to register to the state convicted of sexual crimes). If public records are wished to be accessed then it should require any person to physically go to the clerk of court and request those documents/records. Allowing "public" records to be distributed/sold to third party online web-sites other than the individual law enforcement agencies website allows people to easily commit defamation of character about or against an individual through hard copy or social networking without the consent from the individual.
