Put a stop to rewarding Law Enforcement for arresting more people

Law enforcement agencies must be stopped from being awarded more money based on performance through the Byrne Grant (JAG) including any other grant program or money that rewards Law enforcement according to number of arrests.
Performance measures used in determining awards shall stop being used based on number of arrests or number of new task force investigations. Instead monies shall be allocated based on nationally set based standards (using past gathered data) adjusted proportionally to each state according to population.
