Fulfill what you said in your "Blueprint for Change" and offer wage insurance that will provide laid-off workers an incentive to find a job. Give them a stipend on top of their new pay if it is lower than their previous wages for two years. The amount should be 50% of lost wages (the amount of decrease in income) up to $10K per year. A worker who takes a $20K annual pay cut will get a $10K stipend over the course of the first year back to work.
