Confirmation has been made for hundreds of thousands fraudulent votes for the Presidency. Since this complicated issue requires much time and sophistication for preventative measures to occur in time for the 2016 election, I propose a simple "required by law" measure that can be instantly effective.
Plan: All voting precincts MUST hire five registered democrats and five registered republicans to witness a test voting machine check by performing a test vote election on film.
They would simply run through five votes for both candidates and run the total count.
Done.
Any machine with irregular outcomes should be eliminated if unable to be repaired.
