The federal government should grant the AM airwaves to National Public Radio and state and local government to share, for weather and other emergencies.
FM radio should be given to citizens to use locally, one vote per citizenl through cooperative shares. Commercial use can be approved by citizens.
The government should provide yearly grants for base operating costs for each radio station (such as equipment and station engineering).
Greater diversity of radio programming, and better use of radio, should result.
