Raise the contribution limits on IRAs from $5000 to $10000. Employees without 401k options want to save enough to retire

Employees of large companies benefit from the company being able to provide 401ks and matching donations up to a point. They can put away $17500 into their 401k each year. Employees working for small businesses that don't offer 401ks can only put away $5000 a year into an IRA. There are other investment options out there and it is always wise to diversify but compound interest works best when you can get larger lumps of money working on it. What would be the harm in allowing small business employees to be able to better prepare for their retirement? We should raise the IRA limit from $5000 to $10000 to give them a better shot.
