Raising the gasoline tax is the simplest way to encourage people to reduce fossil fuel use. It would encourage more ecologically friendly behavior, the purchase of more ecologically friendly cars and reduce the demand for foreign oil. I know this wouldn't be popular politically but this would benefit the environment and it would force people to realize the external costs of their actions.
