Tax gasoline at a higher rate than we currently do today, and use the revenue to begin building mass transit systems and new electric infrastructure such as: a Smart Electrical Grid, High-Speed Rail, Renewable Energy Research, Development, and Deployment, local light-rail and streetcar systems, etc.
