The profile of most of these massacres is younger males. Given what we know about brain research and the fact the full reasoning and impulse control is not actually in place until 24 or 25 this seems reasonable. This should apply to access to guns as well such that were someone under 25 given access to guns then the gun owner would be held liable - at least in states with gun lock requirements.
