To protect low-income, age 60-67, seniors from lacking medical care, tie a raise in Medicare eligibility age to the Medicaid expansion to 138% of poverty level by the states. Once ~80% of low income seniors are covered by Medicaid, raise the Medicare age to 65½. At ~85% coverage, raise to age 66. ~90%, 66½, 95% coverage, age 67. Percentages and ages are just a suggestion, to be set with more analysis.
