Workers should not be dependent on optional donations from consumers in order to make a living. While there are protections in place for employees who don't make enough in tips, such as requirements for employers to cover the difference, many employers would rather fire an employee who isn't earning enough in tips than shell out the difference.
Most countries do not require their citizens to live off of gratuity. Require employers to pay a proper minimum wage.
