Raise the number of signatures necessary to have the Administration respond to a petition.

The White House Petitions website is a fantastic way to have the Obama Administration directly interact with everyday Americans. It is just that there are 314 million Americans and by having the response number at (formerly) only 25k (just about .007961783% of all Americans), so few citizens (with very little effort) can prompt the Administration into (often) an unnecessary response. The Obama Administration clearly agrees with this ideal since their recent requirement for an additional 75k signatures. I propose raising this number to around 200k.
