Raise the number of signatures needed on a petition from 25,000 to 1% of Americans over the age of 18.

I think a more representative sample size of the US population should be used in determining which petitions on this site take priority. Therefore I propose that the number of signatures needed be raised from 25,000 to at least 1% of Americans over the age of 18.
