Raise the price of Bulk Rate mail (Junk mail) to cover the post office losses. Let junk mail subsidize 1st class mail.

Bulk rate mail is obviously too cheap because we get too much of it. The Post Office is losing money. Rather than raising first class postage they need to raise bulk rate postage; even if it subsidizes first class postage.
