Don't wait for Congress to start an infrastructure fund. Start a fund and independent agency to monitor its grants. Some of it could be collected as donations from those willing millionaires and billionaires who care about building America's future. They can be given incentives such as their names being advertised on the roads and bridges, similar to the "adopt a road" signs that are on highways. Some of the fund could be built using loans, to be financed through tolls. In time, hopefully, this would force Congress' hand to fund these projects because the Republicans would get tired of driving over roads built by Democrats (this last sentence is supposed to be funny).
