raise punishment for crimes against animals

In Oregon, a man decided to put his pet chihuahua in his heated oven, for what reason no one knows. The dog suffered cuts, bruises, and 3 burned legs. He will survive, but will go through a time of pain while he heals. The man who admitted to committing this crime is only getting 30 days in jail. THIS IS SICK! Animals, especially pets that have built a trust with their owner are defenseless against these sorts of acts, and this isn't a first time hearing about something like this. People who abuse animals should serve just as long in jail as someone who assaults a human, at least the other human can fight back. But these poor animals have no way of defending themselves, and deserve harsher punishments!
